If you are a PCS lay representative, your primary point of contact with the national union, when dealing with a privatisation or outsourcing proposal, will usually be your bargaining area's full time negotiating  officer, who will in turn probably have assistance from a regional organiser.  In most case, these officials will liaise as necessary with other officials at regional or national HQ.
